Probably not the right place to ask but I've tried a couple of other places so far with no luck.
I've got an arcade cabinet on the way and I'm looking for a small PC to put in there to run MAME and emulators up to at the most Dreamcast/maybe PS2.

I was considering a Raspberry Pi 3 with a 1tb PiDrive but I'm not sure if that that will really have the power to run everything well?

we use these at work for large format displays, unlike most embedded pc's they have recent processors, fast enough to run wii u games if you like but still small and cheap as fuck.
no, a raspberry pi 3 will not be able to run dreamcast/ps2 well, unless you're talking about a pretty limited selection of games. do some research and decide where you want/need to draw the line.
a pi 3 is cheap, so you should be able to buy one and experiment with its capabilities.

because the western version was botched. Heavy censorship (although that's the least important problem), changed the story and thus it didn't make sense and they upped the difficulty to insane levels without bothering to balance things up, so it really becomes very monotonous and tedious. I also should mention that most people didn't like the music, Koshiro was in his minimal techno phase and it didn't set well with people accustomed to the house music of the previoius entries. But the core play is excellent, probably one of the most dynamic and fast beat em ups ever. Get your hands on some translated Bare Knuckle III rom and enjoy.

Yeah I noticed the music was a massive step down from previous entries. I grew up playing SoR and just picked up SoR2 and fell in love with it. Was wondering if the third entry would be worth picking up. May as well grab it anyways, I usually dont play Genesis games for the story. I like they added a run feature but the slow walking of the first two games kinda felt like a trademark in the series and made things a little more intense.
Recently picked up pic related. Haven't played it since childhood. It's still pritty gud.
Dark Forces II: Jedi Knight, this game keeps amazing me and I'm only 2-3hours in.
It's a great FPS game with very creative level design, that is the perfect middle ground between objective based missions, "realistic" environments and Doom-like conceptual design.
The story is just right, just how I like it in a game, as it creates a cohesive piece while never getting.
On top of that, the games dates from 1997, last quarter of the year, but still. Quite a few 2.5D FPS were still being released in 1998, but technically speaking this game is miles ahead Quake.
How did I miss on a gem like this for so long?

I'm running it Win7.
I'm using the Steam version and it ran perfectly without having to install any mod or anything. I think it's the same for the GOG version.
Apparently it used to be broken but they fixed it.
Only thing I had trouble with was fiddling with the settings, I have to play in software mode or else I get terrible latency and weird mouse control. I'm fine with that though as I don't like the smoothed out look of early 3D acceleration.

Anyway, I don't want a remake. I want new games. Remaking most PS1 era games doesn't interest me. They're fine as they are, especially Spyro as the graphics aged just fine and everything else is good too.
The first game is to bizarre in hindsight. Spyro sounds like an annoying ten year old and there's no one to talk to. It's probably best to tell newcomers to play Spyro 2 first.

How old is your friend? I'm 32 and refuse to play any new shooters because they totally fucked up the joystick controls. I spent my life used to using left thumb to look and right d pad to move and then after xbox and ps2 shit went full retard ass fucking backwarda for no reason. It may be harder to notice with games you aren't that much used to play, although it can still be noticeable, but if I play games that I've been playing since my childhood and have like muscular memory with it, I can easily notice the lag when I'm playing on an LCD on retroarch on ps3, for example.
Not too sure if I ever felt lag on a PC emulator using a CRT monitor though, I thought for the most part, it worked fine. I think the main problem may be the HD screens.

It really depends on the screen you're using.
Using Sonic 3, my favorite childhood game, as a reference this is my experience:
