What are some RPGs, like Earthbound, where the NPCs are actually interesting to talk to?
Grandia and Lunar. The NPCs will always comment on some grand event (like killing a boss or rescuing someone). Even stuff that happens very far away reaches their ears, and you can go back and talk to them to listen to their opinion. It gets a little annoying towards the ending, and they don't give you any stuff, just words.

I think it might work if we lie to our children and let them watch adventure time and stuff but never let them find out about the internet. Then we'll let them play Earthbound at 10 years old, and they'll be able to appreciate it god damn it.

Back before the internet was really a thing, a lot of us drew our own maps for games on pads of graph paper. That was just a part of the journey for me and something that I really enjoyed. I hated to ruin anything for myself by looking things up in strategy guides, but you should play however you want to play with whatever free time you have.
Don't let anyone tell you you're cheating or doing it wrong, but I would recommend only looking something up if you're absolutely stuck. Keep in mind that with games like Metroid and Zelda in particular, part of the original experience was bombing and burning every spot to find all of the secrets.

The Mizzurna Falls translation will be released this year, it easily beats all of those that you've mentioned. Open world proto-Deadly Premonition for the original Playstation, heavy with dialogue, sidequests, NPCs with their own schedules, good plot, etc.

For example in OP's pic, in the original Hiraganja it said:

That's why I only play literal translations so I can play games they were meant to be played.

It took me over 20 years to sit down and actually play Super Mario Bros 3 from start to finish. I've made it half way dozens of times before that, but I always ended up quitting for some reason.

I have a snes and a genesis connected to a pvm. I have an issue with each console requiring a separate adjustment in the service menu to fix the horizontal center. Is there a way I can resolve this issue without having to go into the service menu every thing I want to switch between consoles?

no. Each console have their own sync timings that will shift a bit.

It's not too hard. Once you get the muscle memory down, it'll only take you a few seconds to open the menu and make the adjustments.
Although, I bought a switcher with a build-in sync stripper last spring, and ever since then all of my consoles seem to be on point in terms of horizontal sync. Might be unrelated, but I definitely don't notice as big of a difference as I used to.
I got a Sega CD Model 2 and an original copy of Lunar Silver Star. During any cutscene graphics, including the opening, there are these strange screen artifacts all over the place. During the normal top down views it is fine. Any reason why this would happen? The disc is a bit scratched, should I get it resurfaced?
Sadly its caps are failing and it will stop booting soon. Recommend returning it while you can.
Here is a shot from the opening cutscene of Eternal Blue (original disc), there do not appear to be any artifacts. It seems that it might be the disc, though I don't see why a scratched disc would produce those artifacts.

Totally worth playing, even if it is relatively easy. But there are still tons of secrets and Easter eggs that you can miss in just one play through that it is easy to pick back up again. And you can always try with a different party.
