What you're talking about is discharge, not smegma.
Discharge is the white stuff that comes out of your vagina and is completely normal.
Smegma only appears if you don't wash - its oil, sweat, dead skin cells and so on.
Not much you can do about getting discharge. Wash daily, wear cotton underwear and try to avoid super-tight pants. That's pretty much it.
If it gets a weird color or smells really bad, you can see a doctor, but nothing you're describing sounds abnormal.
