So I've got one of these Woodland Scenics foam incline/decline kits. I've never used one before.

Public transportation caters to lowest common denominator. This works if society is homogeneous and lowest consumer is close to your average. But in the diverse society there are many higher level consumer who are not satisfied with low quality of service and they run way into personal car. What defeats purpose of PT and overuses roads.
Solution.
Make public transportation with different levels of services and price.
How to.
Bus lane example. Bus is divided into two about equal sections, with separate entrances. Forward has siting chairs only. Loading if all chairs are occupied is not allowed. Rear is standing only and it has x4 time more capacity . Ticket for forward and rear place has different price. Like x5 (accurate number is subject of marketing research and test runs). Also lane has minibuses for 10-20 passengers. Traffic is: normal bus - min bus - normal bus - mini bus etc. Mini bus is siting only too and has x5 same ticket price.
What we achieved.
Much better services for premium customers. More comfort, segregation from lowlife (most important!), twice less on average waiting time. This will allow to capture premium customer back into public transportation system. At the same time we still have affordable PT fro everyone, this social function is fulfilled.

Are downtube shifters worth using anymore?
I found a potential bike but it has downtube shifters. Since I've never used them before, I'm not sure if I should just look for a different bike.

b) You need to frequently disassemble your bike for easy transport
c) You're super bored and like inconveniencing yourself because your other bike has Di2 and you enjoy blogging about going back to basics to an audience of nobody
d) You're going to go on a tour where the itinerary includes Aleppo, yak herding in Mongolia, and fighting gigganiggas on Mars, places where even the slightest risk of barcons or STI grenading is not acceptable and you absolutely must have the simplest and most reliable method of changing gears that there is.

For commuting you don't need suspension. So that is one point away from the hybrid bike.
Flat bars (on a hybrid) mean only one hand position. Most people find this uncomfortable.

Why get a road bike? Most of them cannot take a fender or wider tires. It is better to get a cyclocross, touring, gravel, etc., bike. Road bikes are actually not faster since thin tires at high psi are actually far slower.
