No, don't follow this guy.
You can cut down to 10%, and according to your weight and height, it seems still too far away (w/out considering your current bf as you have not mentioned it)
But you need to start lifting, as it will be able to ensure that most of your losses are fat and not muscle, if you don't lift, you will have a harder time to lose fat, and would end up looking like shit. If you have a lot of fat stores now, you can trust that you will still gain muscle even on a deficit. LIFT! There is no reason not to. And when the time comes when you do your bulk, at least you will be well acquianted with the lifts, getting used to the lifts is no joke, and takes time, might as well do it now.
And yes, do your best to start your bulk at a low bodyfat, if you start bulking on 20% bodyfat, you will gradually go to 25% or 30%, and you will be miserable.
If you start bulking at 10-12% bodyfat, worst case is you will end up 20% bodyfat, which is still okay. Not miserable.

Yes. It's not so much about the extra 5 pounds as it is the psychological barrier of actually loading up those plates.
I tried multiple times to put up 1pl8 OHP and failed. One day I loaded it up as four 10s and one 5, and nailed it easily. After that, I was then able to do it with the 45 plates just fine.
I mean sub 4pl8 squats are fucking jokes regardless.
