Don't forget:

I legitimately don't think Guard have it that bad in any real respect, but it has a lot of minor annoyances.
Lasguns especially are god awful and can't even keep a good volume of fire to keep on tier with anything else point wise. They're supposed to be terrible but investing even double the points won't give a good volume of fire.
Orders are half the time useless because you can only buff infantry so you're either buffing lasguns (woo-pee, ignores cover S3 AP-) or that Scion squad that shouldn't even be part of the 24" gunline.
Formations are also super expensive with minor buffs barring the Psykana Division. This is coupled with a lot of packaging/selling issues like Melta/Plasma only available in the HQ box, Rough Riders not even being sold and Wyrdvane Psykers being sold in boxes of 3 with a minimum of 5.

For the express purpose of being a romantic option? Of course not. A character who only exists for a single reason is going to be dull and two dimensional.
Are there NPC's who might be romantically interested in PC's, or vice versa? Sure, because my players are capable of making fleshed out, interesting characters with the normal human range of emotions and interests, which can include romance and attraction.

You'd be better served by starting with elementals, I think. My interpretation of a Hate Demon might look something like this:

Damage resistance: nonmagical bludgeoning, piercing, or slashing weapons

Senses: darkvision 60', passive perception 10
Languages: None (or Abyssal, if you think they should be smart enough to speak)
Challenge: 5 (guessing here, based it off a fire elemental)
Amorphous: A hate demon can move through a space as narrow as 1 inch wide without squeezing.
Aura of Rage: Any creature that strikes a hate demon with a melee attack while within 5' of it is subject to it's touch of rage ability.
Multiattack: The hate demon makes 2 touch of rage attacks.
Touch of Rage: Melee weapon attack: +6 to hit, reach 5', one target. Hit 7 (2d4+3) psychic damage, and the victim must make a DC 13 Charisma saving throw. On a failure, the target is filled with murderous rage; treat this as a Confusion spell that has rolled a 7 on the result. If the hate demon has affected two separate creatures with multiattack, they strike at each other; otherwise, determine the target randomly. If a creature succeeds on this Charisma saving throw, they are immune to touch of rage for 24 hours.

- Cheap minis, good quality
- Approachable rules that offer high customization of your units
- Is compatible with Flames of War tank minis
Basically initial cost to get everything you need + a small platoon is about $40
Instead the entire tabletop industry opts for 40k or flames of war which is, about the opposite of every point here

Confusing and overly complex rules is always inexcusable, Simple is best.
Personally for my WW2 gaming I use cheap 1/72 and 1/76 minis and a simple combined arms system we wrote from the ground up and playtested ourselves over a 5 or 6 year period.

I quite like the Powder Mage series.
Dresden Files is always a solid choice. "Aeronaut's Windlass" by Jim Butcher is cool if you want some sci-fi steampunk-esque stuff.
The Expanse books are supposed to be quite good(I have the first one, but haven't started on it yet).
The Gentlemen Bastards series by Scott Lynch is quite fun with a cool setting.
Then there's some older stuff: Conan, John Carter, HG Wells, Dune and so forth.
Im a big fan of Brandon Sandersons Kingkiller Chronicles,as well as Mistborn because the magic system in it is super unique and interesting
