BUT, things work differently in 40k. If Sanguinius can wind up wings and Magnus can wind up with the red skin, then it's not a stretch to think Lion or Perty could wind up with the 'tism.

All the other Primarchs were extremely jelly that Roboute actually had a mom, and he knew they were.

The Big Three are as always Rogal Dorn, Roboute and Horus, these three were great at building Empires and left most Worlds intact or at least fixed them afterwards.

Other good candidates would be Sanguinius, Lion, Ferrus, Vulkan, Russ, Perturabo and Corax. The reasonable bunch, which could be somewhat trusted to conquer.

Then you have the border candidats, Jaghatai, Fulgrim, Mortarion, Alpharius, whose ways of waging war may leave the worlds in a sorry state or who's personal methods may cause unnecessary harm

you also get Lorgar and Magnus, who are too busy shoving their noses in places they don't belong.

And of course the infamous three, Mortarion, Angron and Konrad, who have so little consideration for actually creating something that lasts, the Emperor would have been better off not sending them to do anything at all.

Though maybe mortarion less than the other two.
