I think most European countries regulate the barrel. I don't know about France in particular.
As for getting them to the US, he will have to talk to an importer. There are regulations on what can be imported such as age of gun (I think it has to be present in the country of origin for 10 years but don't quote that) or purpose (the whole sporting purpose thing). Since they will be coming from France, I don't think the sporting purpose regulation will be an issue.
