I'd suggest checking out the LCPs Pro. Slimmer than the Glock 43, lighter than the XDS, better trigger than both, and aesthetics that the chicks seem to dig more than the blocky style.

IWB with a single stack 9mm or .380 if she is under 5'5" and skinny. If she has a flat chest, a FlashBang bra holster probably isn't a good idea. When she wears a dress, she should go with a thigh holster. Barring IWB and thigh holsters, just have her pick out a CCW purse from 5.11 Tactical or Bass Pro or wherever. It's not exactly ideal, but women's fashion isn't exactly ideal for CCW.

Take to a rental place and have her shoot some guns. Her biggest hurdle is psychological so get whatever she likes to make her feel comfortable. LCP 2 and LCR will probably work fine. I'm a big fan of the Walther CCP fer it's reduced recoil. It's slide is easier to rack as well so there's another option to throw in. She'll probably end up with a few holsters to accommodate all the styles of dress women have (iwb, thigh, belly band) if she wants to carry all the time.
