You're wrong, it used to be legal to bring in parts kits like this but legislation has made it both retroactively illegal to have them or any kind of "magazine rebuild kit" for a pre existing 30 since now all mags over 10 are illegal. Including the preexisting 30's as well even if your dad bought them in the 80's they're now a misdemenor if kept after the turn in date.
So best thing to do is either buy pinned mags from someone that knows what they're doing or just take a train or car to Arizona or Neveda and keep not complying with these laws
