Firstly, since I'm not that familiar with FATE, could you quickly explain what you mean by 'declare plot points'? Do you mean players can demand the story explained to them, or that they can now dictate the plot for whatever length of time?

And that question and potential points aside, can't you as the GM simply declare players cannot buy the plot from under you, since it ruins the point of the game?

Not hard, FATE is probably very good for this. Also the rules state clearly that they can only change minor things in the narrative, or the dice roll. Plus, you can always veto the use of the fate point as dm.

Alalda, who's family had perished, was rescued by a Beautarian fighter as the city fell. She was just a small orphan girl and nobody knew who her family was, so she was named Firemourn after the loss of the city and so many in it. She was taught to ride, shoot and fight by Princess Kayla's bodyguards. Once it was discovered that Alalda had strong magical potential, she was set on the path of becoming a battlemage. Her supreme beauty has led many suitors her way, but her devotion to the purging of all detritus has caused her to reject all approaches.

Alalda specializes in healing magic and protection magic, but her hatred for detritus has given her the power to unleash powerful holy flames upon the twisted, perverse creatures. From atop her flying mount she scans for where her healing and wards are needed and swoops down to provide aid. In the meantime, she casts light spells and snipes at detritus with her musket from the air. When the fighting gets tough, she's also able to smite enemies up close and cut through the monsters with her blades.

Those things would just make blue ocean travel impossible. Your nations could utilize clippers to run up and down the coasts, but that's about it until their technology level reaches our own.

I once ran a D&D game where there were no Dragons. The PCs didnt know that they had been functionally replaced with Sea Serpants in a mostly water based setting.

The sea monsters are intelligent greedy powerful and know full well that those gross little landvermin fill their ships full of all kinds of wondrous things for their undersea horde.Try running it like that especially if the PCs think its just a big glorified fish not something that had been watching them from a scrying pool for the last couple of days
