Metatype matters little for riggers, or really any archetype. Wheelmen can boost reaction with ware, drugs, and powers. A good control rig also massively improves your driving, because it rescues thresholds AND grants dice. Drone riggers need LOG (and INT?) for electronic WARFARE and repairing, but you can get a meaningful repair pool even with a 4 LOG Troll.

Which of the games settings would be your preferred setting for an TTRPG? Ishimura, The Sprawl, or Tau Volantis (or the city from DS3''s opening, I forget what it was called)?

Well that would depend on what kind of game you want to run, be it tile then I would say the Ishimura which we already have a guy on making a pdf for the idea so far. If its for a P&P rpg then I would say the Sprawl, or yes even the Tau Volantis place(I never played the third game, wasn't interested in the dumbass pushing of boring cod shit and co-op), you could rollplay people trying to escape the place, be a unitologist trying to burn it down, or a party member trying to help Isaac Clark himself. Maybe even roll a Old Man Henderson in Dead Space kind of deal...someone get on this idea.

Why did Ciaphas Cain write down his memoirs? He wrote down some pretty sensitive information.

Ciaphas Cain has close ties with the Ordo Prefectus due to being a Commissar, and therefore has likely had a sense of organisation drilled into him through exposure, it really isn't as uncommon as people think for people to write down and record their tales in the Imperium, there's literally half-cyborg adepts with their arms replaced with hundreds of autoquills and manipulators for this very task in some cases.

I think it was because of his distaste of all the propaganda about him so he wrote things down just so someone knows what happened without all the rose tinted bullshit of the propaganda. also the Cain archive fell into inquisition hands after his death so its not like he had anything to worry about at that point.

I love feeling like some sort of powerful mage. Unlike other formats, you really feel like some sort of crazy magical being capable of summoning all sorts of crazy nonsense from your library.

How do you plan on winning?
In terms of immediate feedback, you're playing green. There's all sorts of fun things like Harrow, and Explosive Vegetation, which are better than Farhaven Elf or some of those mana-fixing things like rattleclaw mystic. Bird's of Paradise is a no-brainer in this type of deck.
I personally don't like Skullwinder, because it really helps out certain decks your opponents might run. Mindshrieker seems like it's in the wrong deck, and would be better suited for Maelstrom Wanderer if you want to do top deck manipulation. Hua-Tuo is kind of niche.
Overall, your deck seems to be pulling in two different directions:
>1) You have a lot of flicker-type things and top deck manipulation, but you aren't running most of the staples, and it seems like you aren't going balls deep into the strategy. I personally built a Maelstrom Wanderer deck all about top deck manipulation and it was fantastic, but I'm not sure how Surrak would do with that strategy.
>2) You have this weird recursion subtheme that seems more... BUG or Abzan than it does Temur. It could work, but you aren't really running enough ramp to justify doubling down with things. Red has a ton of good looting effects that can enable this sort of strategy if that's really what you want to do.
Overall? 6/10. I'd be fine for a powered down meta, but you're going to run into some problems. Pick flicker, top deck manipulation, or recursion, then go balls out building it. Surrak seems like Xenagos' best friend because he enables trample. I'd personally throw in as many double strike/damage doubling things, and just straight up smash people with fuck huge monsters. If you go the flicker route, +1/+1 counter synergy might be nice, and if you go the recursion route, go for giant stupid creatures.

I see this shit time and time again. People looking at an RPG system and attempting to dismiss awful game design as a concern with 'The GM can fix it' or 'The system doesn't matter'.
It's fucking infuriating. Good game design matters precisely because it means a GM doesn't have to fix stuff. A good, well designed system gives the GMs the tools they need to make running the game easier and to support its premise. Not having to waste time wrangling with a shitty ruleset means a GM is more free to focus on running the game.
It's the stupid idea that a bad rule isn't bad if it can be fixed or worked around. The very fact that it needs to be fixed or worked around is what makes it a bad rule. If a system is making the GM work even harder to run the game, forcing them to jump through hoops or fix things on the fly, then it's a bad system.
This still applies even if you've gotten used to it. A good GM can learn to run a bad system well, but all the investment it takes doesn't stop it being a bad system.
This all coexists with the caveat that a system being bad doesn't mean it's impossible to have fun in it. Roleplaying games are primarily social experiences, the people you're playing with are going to provide you with a lot of fun anyway, but it's all about whether the system is a useful tool or a cumbersome burden on the GM and the group as a whole.
Almost all systems have elements of both, useful and shitty elements, but it's the balance of them which is key for saying whether a system is good or bad, alongside other things like mechanical tone, degree of options, character distinction and player choice.
