Here's the scenario: I want to do a dungeoncrawl that's set on a mostly-abandoned flying city instead of the usual down in the underdark or a tomb. But it has to be something a low-level party can venture into and live. So how do I explain there being a city with the creators gone but nothing so lethal the party dies instantly? What's a good mystery to tie 10-12 levels of dungeon-delving together?

Ok, how about - they let in millions of african and middle eastern refugees who didn't work and underperformed in education. A few generations passed with the native population slowly dwindling due to low birthrates and migration while the africans and easterners became more violent as there were too few left to pay taxes and thus their welfare money. Eventually the africans sought refuge in neighbouring flying cities citing poor living conditions in "their" city. Eventually there was the eradication of trust and social cohesion on which the original inhabitants had built their success. All that remains are a few barbarians with bone clubs who communicate through grunting.
