Um....I guess sanding...but try 60 grid to metal, sand-able primer, and work your way back up to 400 grit....that looks like a giant hot mess.
Do lights turned on have noticable impact on cars performance? Would it be possible to see difference in performance between lights off, low beams on, and everything on like pic related?

Yeah it'll last a long time. GM motors and trannies last a long time. Be prepared for all the small electronic gadgets to break though starting with the parking brake.

Is there a "redpill" for autos? My dad is what most would call a car guy. He's not a car mechanic by trade (HVAC) but he can fix/modify/do most "car stuff", and my mom is also quite knowledgable. Growing up, we've always had domestic, exclusively GM actually. I've heard all the pejorative FORD acronyms, been told chrysler is junk, and while foreign cars, such as toyota and honda, are generally regarded as reliable, they too are junky but also expensive to fix. Also, nothing over 100k miles, ever.
I just want to know the truth.

Maintenance history is a bigger factor than mileage.
GM can into engines, but not into interior quality (generally).
Ford seems to be doing pretty well these days.
Chrysler (or FCA) still can't into reliability or interior quality, but they're fucking crazy so they have a couple of gems every now and then.
Parts for Japanese cars aren't expensive anymore these days, although their interiors can feel a bit cheap.
German cars aren't a great idea in the US, but if you really must have German get a BMW or non-Chrysler era Mercedes. Avoid VW and Audi.
They're right that Chrysler is junk but so is GM. Ford was good before they started using dct automatics in their cars. Japanese cars are known to be more reliable they're really not expensive to fix although it depends on which car. Good cars should last a lot more than 100k miles

Friend has one they seem to be decently reliable cars, he doesent know shit about cars and bought it for looks but it still runs great at 75000+ miles. The door handles tend to warp because the silver is not actually painted but is actually a foil. Other than that everyone will think you are a boy racer.

The 2003-2004 model motors were non rev up type producing like 287HP.
The 2005 and 2006 model years uses the higher reving motor producing 300HP.
The 2007 and 2008 used a 307HP but with slighlty less torque
The 2005 and 2006 are rev-up which are known to eat oil like crazy.
2003-2004 trannys are shit, syncros will go out, but nothing that will make it undrivable.
Anything else, probably not, look for unriced ones, vq engines are solid so high mileage is not a problem, mainly those 2 issues.

So I got a 2002 Mitsubishi Montero XLS for about a $1000 (nothing wrong with it, person selling was family friend). It's completely stock and in good condition. I've taken it off road and i'm pretty impressed so far. I want to outfit it though. So far I found complete Old Man Emu lift kits for it (http://www.rocky-road.com/mitsubishi-montero-lift-kit.html) Not sure about front bumpers and fog lights etc.. If you've owned one of these SUV's or you know anything about this any info would be helpful.

I'd say get it caught up on maintenance first, ie baseline the fluids (front and rear diff, t-case, transmission, grease any zerks on the driveshaft), confirm t-belt has been done. Look for worn bushings on the suspension control arms.
The earl year XLS is both advantaged and disadvantaged in that it uses a simple aisin 4spd auto and manually shifted part time transfer case rather than the more versatile super-select that is solenoid controlled. The 5spd on Limiteds (and newer XLS) is very particular about fluid (Diaqueen SPIII), your aisin should be fine with any good quality ATF of the correct type.
Only once all of this is done should you move on to lifts and other fun stuff IMO.
