Are there any good OCR programs for the desktop? For a self-hosted cloud?

Evernote lets you scan anything, automatically OCRs it, and lets you search on multiple platforms. I'm basically looking for an alternative that does this.

Now the UK wants users preemptively identified before they're 'allowed' to use encryption...

How the fuck is that going to be enforced? Is it just for "encryption" on social media, or any type?

Good luck getting the internet to stop using https.

Another prime example of the uk government appearing to do something and achieving nothing but wasting money.

Can anyone recommend me a "2 in 1" tablet / laptop on Win 10 for <$400 that doesn't completely suck?
10 -13" screen preferable and can handle some emulators for boring train rides to work.
