Can anyone recommend me what chemicals to get (besides C-41) to develop my film? And any helpful tips on it.
Can you be more specific ? What film would you like to develop ? Your picture show B&W but C-41 is for color. Would you like brands ? Or chemicals like sodium sulfite and borax and stuff like that to do your own developper and fixer ?

Everyone always talks about muh overexposed background, but I think it can be a good effect for drawing more attention to the subject of the photo.

It's both a crutch and an overused effect, when done in moderation it's fine - when someone's portfolio is just overblown backgrounds it just means they don't know how to separate a subject.
Unless you're a jap gravure professional photog I don't want to see it.
I don't think deliberate artistic use is anybody complains about. At least not anyone who isn't dumb.
People point it out when it's the result of carelessness and lack of understanding what the camera is doing.

It is usually more distracting than shallow DOF bokeh, or the actual "distracting" background you had before you overexposed it.
Of course it can be used. But it is rarely a good, never mind the best option.

A roll of film will cost about $3 if you get a good deal. Processing the film will cost about $12 if you get a good deal. So you will have about $18 in it to take some decent photos. But that's assuming you buy in bulk and process in bulk. You'll probably end up spending about $50 at least to take some photos you want to keep.
$50 will buy a nice used portrait lens with an aperture of f/2 or better. And will also go a long way towards a camera to fit it onto...
