I received a Nikon D3300 with a 18-55mm VR Lens for Christmas and I'd like to ask for a starting learning point how to use it to the fullest. Never really used an SLR camera before.
For example, I have pretty shaky hands and the VR image stabilization doesn't seem to work at all, even when it's enabled on the lens itself. Also what accessories are a must?

/p/ is not the best place to get such questions answered. I would suggest going through Youtube, there are plenty of channels for photography basics.
What you did with that pic you posted is you zoomed in all the way in with your lens, which ifs f3.5 when it's at its widest (18mm) and f5.6 when you zoomed it at 55mm. Basically the smaller the f-number the more open the lens is and more light gets to the sensor. When it's dark naturally you'd want more light to reach your sensor.
Photography can be summed up with: how much light (the f-number) reaches your sensor (ISO number) for how long (shutter speed). All you have to do to get your exposure the way you want it is to get these three factors in check.

Is chinese cheap equip for strobist wort it? I mean, pic related is just $30, compared with the canon 430ex it's almost 10 times cheaper.
They also make flash triggers, light stands, umbrellas, etc, all dirty cheap.

A 20mm with very sharp center, absolutely terrible corners and mid-frame performance, plenty of resolution to crop to 135mm equiv, bad bokeh, and close focus ability.

I've seen the magenta issues and DOA units myself. It's the Fisher Price "my first camera" of the video world. The best thing about the camera is the sensor, which I'll admit is tasty. But past that you get what you pay for.
Hell I work at a dealer and have seen so many of these guys come back my head spins.
If you're in the market just save up a little extra and wait for the flood of lightly used FS7s to go on clearance when the m2 releases in Jan. They may even drop the price increase when the m2 drops.
Last christmas I shot some 6x9, this year I chose 6x6.

I've never done photography and know virtually nothing about DSLRs, but I just got given a Canon EOS 400d because my friend replaced his camera.
Is this camera still good for a beginner to use? My friend said it was ancient.
Also I saw a picture here of a huge list of things to take photos of but I didn't save it, does anyone have it?

With film photography the body is the least important part. It's the film you're using and the lenses (as in optical quality) that matter.
Just get a nice working body that does the things you want. Maybe you want only manual, maybe you want only "auto" mode.
I would recommend Pentax ME super. It's all metal, it's compact, it has aperture priority mode and it has a manual mode. The old manual Pentax lenses are also great. You can get a very nice set-up very cheaply.
