The construct does share some technology with humanity, but quickly determines that humanity is not fit to rule itself as it's going down the same path that destroyed the construct's creators. The AI aims to bring on a global technological singularity whether humanity likes it or not, and the players, armed with gifted tech, need to deal with this crisis.

Location based Masquerade stat: Then it signifies how dangerous and hunter infested the locale will become.

There are never any large-scale consequences, there are too many powers that be with a vested interest in the status quo.
However smaller scale stuff, like attracting Hunters, pissing off other Supernaturals and so forth are problems that the PCs have to deal with.
Even then, that'll only be for comparatively large scale shit.

The CofD core book acknowledges that the mundane people of the world by and large know (or have at least once seen evidence) that spooky shit is out there. But they put it out of their minds, so that they can live a life without constant fear of the darkness.
If the players can pull off a full cover-up, they get it. Things are hunky dory. If they can't or won't, it gets covered up, but it's never quite as sturdy as it could be, and parts of the event becomes a local urban legend.

There are Couriers and Frontiersmen in the setting, and to kids they're roughly on par with "I wanna be an astronaut!" today.
The setting involves isolated city-states with huge stretches of monster filled wilderness between them. Couriers are the only line of communication between cities, and they ride flying mounts through the only slightly less monster filled skies. They're usually pretty tough people, or so fast/skilled they can't be caught. Meanwhile Frontiermen have the job of trying to explore that wilderness and make the areas surrounding the cities safe, with the ultimate goal of establishing actual roads and a knowledge base for dealing with monsters.
Couriers are badasses. Frontiersmen get a funeral as soon as they are officially recognized as such.

Learn how to say no.
No is not "Fuck you." No is not "I hate you." No is not "That's stupid."
No is "That's not appropriate" or "That's not in any of the books we're using" or "That comes from a source I don't know" or "That doesn't fit with the setting." Sometimes, you don't even need a reason. If you can't think up anything other than "It would be disruptive" then that's fine, too.
No is a perfectly reasonable thing to say, and you can get a good judgment of a person's maturity level by how they respond to being told no.
If they say "Alright, that's fine" and go along with your ruling, then you've found a keeper.
If they sulk and mope but go along with it anyway, they're just a little bit immature but will eventually grow up.
If they argue with you, listen to not only what they say but how they say it. If they instantly go on the offensive and rely on insults, then kick them out. If their argument is reasonable and well thought out, then give them a chance.
If they throw a childish tantrum, kick them the fuck out. Don't put up with infantile shitheads who refuse to take no for an answer.

Thread Question: How do you build your Stand-Offs? How much of it is the enemy, how much is location, and how much is the situation?
So last thread I posited the idea of putting a government top secret research team (that occasionally resorts to shadier methods) that's attempting to discover the cause of stands, and how to replicate the process as a background organizationfor my setting that the players could potentially come to blows with.
However, I'm struggling to think of stands that would have that government feel to them.
Current two are [Queensryche], a plague doctor that's a combination of Death and Heaven's Door that can hey into people's dreams and extract information from their head and is a semi-automatic stand., and [Digital World], a stand that controls technology belonging to am AI as part off am experiential to see if non-humans can develop stands.
Well, after a few weeks of college tests, sleepless nights, and boring work shifts, I was finally able to sit down and get this finished. I present to you the first draft of The Calvin and Hobbes Tabletop RPG.
To-Do List:
1. Argue with /tg/ about my RPG design choices(What we're doing right now), and work to improve the game as a whole using the feedback/skubtastic arguments.
2. Re-write everything. I mean, it's not bad... but I'm the first to admit that I write with far too much brevity. Also, I'd love to have the flavor text sound like Calvin when he's monologuing. Unfortunately, I'm not great at that, so if a fellow Anon would like to volunteer, that would be much appreciated.
3. Give the document a makeover and design character sheets. You know what's ugly? A plain white background and a Calibri font with little to no imagery. If we're making a Calvin and Hobbes RPG and not including Bill Watterson's art in the rulebook, then we're doing something wrong here. Again, I have absolutely no artistic talent, so any Anon willing to give this game the look it deserves is pretty fucking awesome as a general rule.
4. Find something to talk about in this thread besides the RPG itself. Because I hate threads that are stuck in a linear path of discussion. Remember the Pepsinomicon? That Eldritch Tome of Madness was half the reason the original thread did so well. Let's do that again.
5. Decide on a new Project. Heh. This is what I'm most excited for. I've got a small list of projects I'm working on that seem to have some merit, according to /tg/, so I'm going to let you guys decide on my next main project. I'm hoping to contribute effectively to the /tg/ community on a regular basis, so I'm also working on several side projects, including a Dwarf Fortress Supplement for GURPS, as well as stuff for our latest Homebrew Chapter, the Rad Marines.
Finally: Mr. Rogers and Bob Ross want us to achieve our best by working together, so let's do some good and make them proud.

This was written specifically because there was no satisfying system for a Calvin and Hobbes game, and OP was showered in praise and expectations back in the original thread. People want to see this because there was no good way to capture Calvin and Hobbes before, and then you come in and shit on it because there's a "better playtested system" out there.
What about we never make any new games ever again? Hell, we have GURPS, and that's well-tested and works for everything. What about we burn our books, delete our homebrew and throw out all our non-GURPS dice, because we're all going to play the same system?
Just because something else has been proven to work for one thing doesn't mean that it automatically works for everything else, and by now I'm almost sure that you're just a troll. No one else could casually shit on someone who actually got nothing but encouragement and expectations from the beginning.
