Realistically speaking, multi-species governments shouldn't be possible. Humans can barely coordinate together in large states, let alone unite our whole planet, and we all have the same base psyche, values, goals, needs, etc. The best we might get would be basic communication and exchange of ideas and technology, but otherwise staying segregated from one another.

Light is a pretty effective communicative tool. As is sound. But would the senses be different is these aspects were somehow changed?

Naturally, there's also body language, the tone and context, and other senses like scent and touch. If you're looking for differences you'd have to examine how these things might be different where these aliens come from or how they might have evolved to utilize some scents more than others.

If you're thinking about entire species working as whole governments together. It's quite possible to find a group of individuals or organizations within those species who find it advantageous to work together toward a common goal or purpose.

I run mostly historical games, so I'm happy to have them there as set pieces, but not really as actual individuals.
With my penchant for the Victorian era, I'm trying to decide exactly what forces hold sway (if any) over good ol' Queen Vic herself. Or at least, what different group think may hold sway.

Diamond Orders have it as an ongoing debate as to whether her advocacy for abstention is the influence of the Excarchs in attempting to subdue an important part of the human condition, or the wisdom of the Oracles in supporting self-mastery and conquering one's Demons. Or whether that's all needlessly overthought humbug.

Done with a... Hm, I guess the best way to word it would be "With an inexperienced, or child-like demeanor" then no. If you make a deity act "Mortal" with Mortal concerns and mortal emotions, then it's redundant and detrimental.

I find the best way to have my deities act, or have seen them act in other DMs sessions, is through a third-party esque means. Like, they are there, but they are not THERE, if you get my drift.

It's entirely based on your pantheon of choice. Olympian Deities were VERY hands on. Personal vendettas, personal goals. They didn't have broad spectrum of multi-planar deities (As they only had 1 plane to work on, Earth.)

the most prominent to me has been the amount who have taken the money and run. Either through incompetence like palladium books or in other cases there was never any attempt to produce anything, it was just a scam. And kickstarter wont do anything about it. At least until they finally start getting hit with lawsuits one day.

This entirely. Exclusive items are never anything major, but faith in the creators is a serious problem. Even companies who have done several Kickstarters can be hit with delays (I'm looking at you Prodos).
