I'm new to basic fucking maintenance and dont understand if my oil is low or high.

One side of dipstick looks really high but the side with H and L has a different oil level wtf I tried like 8 times cleaning it off every time. Got it to operating temp then let it cool for 10min before measuring.
My friend topped it up the other day because I left the dipstick loose and it leaked heaps but if it's down low now then there's a serious problem :(

Alright, this car has been sitting around my house for a year or two now, and now I'm finally going to start fucking with it.
factory(?maybe)283, engine was rebuilt in the late 90's so it's fairly been redone fairly recently, BUT the car has obviously sat for a while. The cylinders have been soaking for literally months now, as there is no crank bolt to try to turn the engine over with.
A few questions for anyone that knows about these, or cars from this period.
1. Is the car 12V from the factory, it still has a generator so idk.
2. If so, would it be safe sticking a battery in it and trying to turn it over with the starter, or would I be better off hooking straight up to the starter and turning it over that way.
3.How hard would it be to add a brake booster, I see them online for $150 with a master cylinder.

I drive a 99 Honda Accord and 2 years ago I failed my inspection because I needed a new catalytic converter. They said it would cost $600 plus labor to get a new one. My dad said it's not important so he took me to his friend who passed me. I tipped him of course. I went to him last year and will go to him this year.
But I was wonder, am I in danger if I'm running on an old catalytic converter?

It depends. If the catalytic converter is just worn out, then it won't cause any problems. If it's clogged, though, then it can lead to lower efficiency.
