Use Putty Tray to ssh into your irc shell running screen/tmux + irssi/weechat. Just less hassle, and you can get shell accounts by just asking people on more tech oriented channels or just rent your own VPS(check out lowendbox, you can get them for like dollar or two per month), just remember to install fail2ban, use key-based login and disable root login over SSH.

Windows anniversary update includes Ubuntu layer, but the added abstraction between waiting for the Linux commands to go through windows to the hardware creates inefficiency and points of failure. A VM means that a command has to traverse 3 layers before the output can be computed. If you want windows, use cygwin for your *NIX needs. Otherwise use Linux on metal.
Ok so where I live the Sapphire RX 480 Nitro+ OC costs exactly the same as the MSI Geforce GTX 1060 Gaming X.
And that is the maximum my budget allows. I don't know what the fuck to buy. They both have pros and cons that outweigh each other.
