What's up, /o/...I need your advice
A week ago my neighbor hit my car. They happen to be a tow truck company. When they hit my car, they let me know and acknowledged their fault. However, they were trying really hard to have me let them fix the car at their own body shop, and to avoid insurance.
Not being aware of my options at the scene, I take some time to think about it. The next day I let the owner know that I would prefer to fix the car on my own terms and to go through their insurance. He still refuses to give me his insurance info. He said he wants me to get an estimate at a body shop and that he will write a check to the shop.
It's been 6 days since I gave him the estimate and I have yet to hear anything back. The owner keeps hiding and seems intent on dragging things out.
What the hell can I do? My insurance keeps telling me there's nothing they can do since I don't have full coverage, and that I'll have to go to small claims. But before I do all this, isn't a person at fault legally obligated to provide their insurance info? Let alone a fucking towing company? Can I still call the cops? I wanted to avoid that since we're neighbors, but I'm starting to regret not doing so when it happened.
I appreciate any advice...I'm in CA.

Ive got one, while its a great drivers car I can understand why it never took off.
The interior is very cramped, it has odd design choices for the dashboard, styling is divisive, and its simply not reliable enough.
On top of that Cadi wants BMW money for it. If it was a few grand cheaper than the 3 series/a4/is250 I feel it would have done much better. But for the same money, any normal person would just get the lexus/audi, and enthusiasts go for the mustang GT/3 series.

I own several shoshinsha marks, which I keep on the back of my AE86. I want to get used to having them before I move to Japan, so I can fit in easier. I always rev at people on the touge, but rarely does anyone manage to respond with anything other than a laugh.

Thinking of going Swedish for my next vehicle. I love the aesthetic of Saabs, and the look of the S-series Volvos, but which car is more affordable to maintain? I'll be looking at vehicles selling for $5000 or less in the US.
For some reason I have the idea in my head that Saab is generally going to be more expensive to service and more likely to break down, is this even remotely true?
And which models are the best at this price overall, not necessarily highest end or fastest.

I have 3 Saabs. I love them. I would not recommend a person get a Saab unless they live near a Saab specialist or will do all their own work.
Saabs are either rock solid or never ending nightmares.
For 5k you could get a 2005+ 9-5 Aero. The ones before 2005 can have sludge issues.
For the 9-3s you will want an 2003+ I think the 2.0T will be cheaper than the 2.8T.
You might be able to find a 2000-2002 viggen if you are lucky.
You could also look around for a 9000 aero, which is probably the best car Saab ever made.

What went so right? While I have no use for an automatic, FWD sedan, I've rented these a few times and these are actually good cars regardless of what you think of the rest of Chevy's lineup or GM in general. Has really good steering feel, comfortable ass leather sets in the LTZ (cloth ones are decent too), nice-looking, simple interior that isn't particularly lacking etc.
Could benefit from RWD and the brake pedal is too far forwards (or the gas is too far back) though

I daily a pre-facelift Impala LT and it's somewhat a tank of a car. I'm nearing 300k miles and have only gone through one engine, two transmissions,and about 600 throttle position sensors. Good mileage too.
