Sounds like your FFL is a dummy who doesn't realize that the Fabrique Nationale Hi Power and the Browning Hi Power are two different things for roster purposes. It's listed as FN HP-SA / Steel.

I am going to be periodically posting on my bolt action shotgun system.
Its simple, the Magazine will be a side-by-side system, with a groove for when you push the bolt forward so it will be caught and moved up.
A similar system to this, but in rifle form, is the Mosin Nagant, of course the magazine is a single file system, but the general idea of how it all works will be based around the Mosin Nagant, and I don't think anyone has ever designed a bolt action shotgun before.

I don't like the concepts of a scout rifle, personally. Get something like a CZ 550 with a combstock & ironsights or a Marlin 1895 if you're wanting a short range rifle. Hell, even a slug shotgun can do it well.
Once you scope the rifle, you wont be using the ironsights and you may as well have gotten a regular hunting rifle. If you want a SHTF rifle (these rifles tend to appeal to that crowd), modern semi-autos are going to be more reliable than you working the bolt.

You don't need anything particularly fancy, just make sure that what you get is quality steel that will properly hold an edge. Skinning and processing animals is all about the sharpness of the blade outside of technique. My father used to process animals with a small folding knife that I've inherited from him. Now in relation to that pic, you don't want serrations. Serrated knives are harder to sharpen and don't really help you all that much.
You can use a saw for the legs and acquire other quality of life stuff but really you can do about 90% of animal processing with a quality knife. They sell these bags for protecting deer from insects. If you're worried about germs get gloves. Some of the first things you'll want to do is separate and tie off the bung, crack the pelvis and remove the bladder. With that out of the way you're pretty much safe to process the rest of it. I know folks who like to save the heart and liver together, then cook it with onions. You want to check the meat and organs for any sign of illness or parasites of course. Wild hog tends to spoil faster than deer, so really speed is of the essence. It shouldn't take you more than 15 minutes to fully field dress an animal.
Check out "Basic Butchering of Livestock & Game" by John J. Mettler JR., DVM and "Deerskins into Buckskins How to Tan with Brains, Soap or Eggs" by Matt Richards. They're both solid reads and contain hand drawn visuals.

I recently came across this used remington 700 for a sweet deal. It's chambered in .22 250, is it possible to convert it to 30.06? Would it just be swapping out the barrel?

22-250 is a short action and 30-06 is a long action, so you won't be able to. You could do 308 though, but you need to check out the bolt face diameter & extractor.

As far as finishes go blued is outdated as fuck.
It's extremely delicate, gets scratched or rubbed off by anything, offers minimal corrosion protection, and requires that you oil it regularly to keep it in shape. On the plus side it really looks great.

It looks like a homebuild. AR15 parts are mostly standardized so theyre quite easy to assemble from parts. If its a parts gun, ask for a list of components. Just from one pic, i doubt its worth $700 desu. Unless its got some high quality conponents, id pass. Ill also wager a guess and predict that your neighbor will say something like "i have $1400 into it!"
