No you should eat tons of protein.
Moderate amount of carbs.
A good portion should be fibrous foods like fiber one beans veggies.
Aka foods that make you shit.
The rest should be carbs like oats rice or carbs from cottage cheese/Greek yogurt. Too much sugar pasta or bread seems to cause bloating.

Usually bulk on a smaller surplus, if you found you haven't gained much muscle maybe look at your routine. You haven't provided much detail so hard to say what it is exactly.
