Ok. Your wording was just a bit dumb, When the growth plates of your shoulders fuse, they stop growing. Men can stop growing from 14 to 22 years old approx. It's true that most stop around 16 and it is also true that the clavivles are one of the last to stop growing, maybe before the skull.
