How is it possible that magic is a costless, renewable resource. There must be something being depleted during the spell process, the gameworld is going to reach "peak magic" eventually and pretty soon nobody'll ever be able to cost spells ever again

Every time you cast a spell, a fairy of equivalent level to the spell level you just cast died.
Fairies are one of the most renewable resources around, if Japan is any authority on the matter.

Or, you know. It just is a costless, renewable resource. Given that it's magic, it's literally not science. On the flipside, magic is based on science, and you're just bending physics to supernatural levels.
So, in a realm where magic is an infinite source that is just everywhere, one good explanation is that you're not using it up, you're just temporarily shaping it. There's so much that even if you were using permanency spells, it's unnoticable that you've done anything to the amount that exists.

Do you have 3pp available? If so, Zweihander Sentinel Warder, though trying to combo Int and Cha will make you MAD as shit. Warlord would also work pretty well.
Another option is bloodrager, particularly if you take a bloodline that gives you kickass strength boosts, like Abyssal, or go for thematic and go for celestial. (worth noting is that demon-spawn tieflings have bonuses to both charisma and strength, and angelspawn aasimar have the same. both work really well)

I'm partial to Savage Worlds because of its health system: you're up, down, or out. Considering the chaos in One Piece fights, I'd prefer to not keep track of loads of HP on loads of guys.

Between the two, I'd suggest SW over M&M. The latter can indeed be fun, but can get really fiddly and crunchy, and while I've never tried it, my DM instincts tell me that THAT level of fiddly-crunchy would actively fight against the almost improvisational tone of One Piece.

Long story short, a modern Japanese background campaign. After PL killed a cultist and got his book. The book had a spell about making zombie and increase 8 cthulhu myth knowledge. One character decided to scan that book and share that along the internet forums , to see if they can find out more informations. Well, since that's a modern background, i decided that supernatural stuffs can be recorded by cell phones.

I have a similar situation before. I decide there is a secret police organization due with these thing. First they hack the post and modify some key information in the book, photoshoped , etc. Secondly there is lots of similar books appear in the internet on the same time.
Third , a package just appear on the character 's bed. Inside is a warning letter and a few bullets . Something like forgot everything or next time the bullet will be in your head.

What tabletop RPG system(s) work well for cheeki breeki Slav adventuring in the STALKER and/or Metro settings? The first thing that comes to mind for me is Delta Green but I've never had the chance to play it, so I'm not sure how fun DG's mechanics are.

If you don't want to go full GURPS or Phoenix Command Tier Delta Green/ call of Cthulhu is a good choice.

Delta Green like a good choice. That maybe dark heresy if re-skin and cut a fair bit of content (the psychic mishap works well for anomalies)
The combat feel appropriately tactical and deadly enough to feel realistic without being full blown "simulatist"
If that's too complicated for you there's a decent savage worlds fan adaption if you like to play things fast and loose. It's okay but the heroic plup play style might be going against the general tone.

Nothing; steel is at a materials science sweet spot for ductility, hardness, and strength.
Titanium is inferior for plate because of it's worse volume to strength ratio. Aramids like kevlar, OTOH, are probably great for padded armor.

Looking at the Nasuverse finding a system for it seems pretty damn easy given that the magic is pretty much freeform magic slightly constrained by magical tradition and combat is pretty much cinematic kung-fu action. So something in the realm of Ubiquity seems to be pretty fine for these purposes.

But seriously, they're probably just dead. There's a million ways it could go wrong if the unpetrification wasn't perfect. Perhaps part of them is still petrified, and they have only a few excruciating moments of life, or perhaps they're returned to flesh entirely, but lack the force of life. If these "other substances" are different spell components, discern what effects those substances are typically used for, and corrupt the unpetrification spell appropriately. If they are unpetrified and alive, there's a twist. Maybe their flesh still resembles stone, and they move exceptionally slowly, essentially a living and animated statue now. Maybe their features have been sullied, bits of stone cracked away before they were returned to normal.

I think the bigger issue would just be that the powder wouldn't go as far in healing people as you may have thought (assuming you didn't know it was cut with something)
