The problem with that concept is it makes it increasingly tough for a new player to join your play group. They start out with the basic rules and then they want to come play at your store and now need to learn all your house rules.

xth for Imperial Agents is disappointing aside from finally having printed rules for digital only codexes.

Run an evil campaign.

Give them character / cultural traits that would make people view them as cruel or uncivilized.

Savage is quite the wide label. Just have the look a bit rough around the edges and avoid strongly regulated city building and you are practically there.

Elves are frequently "savage" if the live in the woods and wear fur and nobody questions it.

Your emotions, beliefs and thoughts have an impact on the warp. Collectively, that gives it its shape.
The warp is infinite, therefore those emotions express themselves in an infinity of ways.
Someone believed that Celestine couldn't die, or there was a subconscious thought about an angel in everyone's mind, and bang, miracle willed into reality, Celestine becomes infused by the powah of the emprah (or simply some part of the warp that isn't home to a daemon)

On a sidenote, ressurection isn't in the powerset of every living saint. Only Celestine has it afaik (St. Sabbat being close by possessing people).
It's miracles. They work like in most religions.

It's hard to say right now. The only reason Modern exists is because "fuck the reserved list." If in five more years Wizards still doesn't make any real attempts at trying to keep Modern alive with their pseudo reserved list I could see Frontier being recognized as a serious thing. I doubt it'll simply go away like any of the other formats you mentioned because of how similar Frontier's startup is to Modern.

AMGC Corruption Module, for mechanics of a monstrous nature.

Where there's the classic rich and powerful dude who wants more power and to not actually die (I'm assuming lichdom is on the table). Conversely you could make him a somewhat more tragic character, maybe he was wronged by the king and is seeking revenge or is looking to ultimately resurrect a loved one.
