How effective are shotguns in actual combat? Do they have a place as a primary weapon or are they really just used for shooting locks?

It has been used on the enemy (not my unit), but it always involves a situation like was getting ready to breach and the crazy son of a bitch hadji zerg rushed out the door so they fired it because it's what they had.
