It's moreso that the primary threat to the US Army in terms of air power has always been helos and low fliers. It's why after the DIVAD program got canned, the Army went overboard in the 80s and assigned a Stinger team to everything - including rear echelon units. VADS wasn't a bad system either, it just never fit the real role that they wanted.

Currently the US Army is pumping money into a truck mounted anti-drone unit armed with dual 50mms, that'll be interesting to see how it turns out. Then there's the project to put a railgun on a M109A7 and have it perform both artillery and anti-air duties. The latter interests me the most as it's fascinating to think that flak could be making a comeback just like we're seeing APHEBC tank rounds coming back.
