With the Qing, you could call the Chinese phenomena of imperial bureaucracy as 'cucked' but its' functional, literally half the Chinese dynasties were ruled by minorities, mostly aggressive, Nomad type ones who would assume Han customs towards the point they're for all intents and purposes reskinned Han officials, the same with the Qing except the ugly ass braids. Without them and without the Opium wars there would've been no breathing space for modernisation or reform, unlike Japan, a country the size of China and with the rooted legalist and Confucianist forces of China could not have modernised peacefully

Firstly I recommend buying the book Dancing in the Glory of Monsters for an in depth assessment.

It was more or less the Rwanda-supported militias versus the locals. The US started giving Rwanda lots of guns in the 90s, blocked UN investigations into the Rwandan genocide, and funded the war to spill over into the Congo. The second congo war was more of a true civil war where external powers were less involved.
