This is how the banking system worked in Nazi Germany.
Under the National Socialists, Germany's money wasn't backed by gold (which was owned by the international bankers). It was essentially a receipt for labor and materials delivered to the government. The combination of professional militaries and improved training regimens reduced this.
Honestly, I'm not sure it was ever a problem among professional soldiers, it's just that professional soldiers are more common these days.
