At least 99% of /fit/ should NOT do HIIT because you hate all cardio, and therefore don't do the basic groundwork required to condition your cardio-vascular system enough for something like HIIT to be done safely.
HIIT is basically Lactate Tolerance reps. While they are very effective at raising your VO2max and overall anaerobic endurance, they're also the most stressful type of endurance training you can do to your body. Without doing the groundwork to support this highest level of interval training, you can injure yourself -- or even induce a heart attack, regardless of your age. Just lifing ain't enough, lads.

Honest question, what's the point of trying if you lack face frame and height? If you're a 6/10, you're fucked.
Unless you're fat, and even then you have to have good genetics, you won't gain looks. You're definitely not going to add height, and really you'll look like you're compensating.

lifting can improve your frame, specifically your shoulders and lats and core filling out will give you more of a v-taper than at least what you had before

I was thinking of running in the mornings (Trying to build back up to 5km) then working out in the evening or vice versa twice a week, then doing 15 or 20 mins HIIT afterwards once a week. Is it possible to effectively train both at the same time or am I gonna get fucked up?

Mornings you should do something like a simple calisthenics and short jog.
BUT You can just do 5k training in the mornings and Strength train in the evenings.
But since you are untrained apparently and are running in the mornings you're going to have to give your body time to rest so MWF strength training days are best.
