Weed in and of itself has 0 physiological impact on strength or hypertrophy gains. The only way it can hinder you is if the peripheral effects (lethargy, munchies) cause you to sabotage yourself by missing workouts or not adhering to your macro/calorie goals.

Does your uni not have a gym? Anyways doing bodyweight shit is better than doing nothing at all but the most effective way to train is with weights. You can only get so creative with your bodyweight workouts and it's hard to progress efficiently. If there's truly no way to access a gym I would probably just run and do some pushups/ pullups but don't expect real results unless you invest into attaining them.
