My first idea would be to use an epoxy resin putty. People use it to sculpt.
Would probably put a large lump over the hole mould it into shape then add a new hole before it sets.

You do need some proper duct tape on those exhaust tubes. Not the plastic duck tape, metal foil duct tape if you don't want to die from carbon monoxide. I don't think you'll need an insulated duct, but get liberal with the metal foil tape. The better you seal it air tight, the better the heat gets to where you want it. The tape won't hold it in place by itself.

Definitely get DUCT tape, not duck tape. It drives me up a fucking wall when people call the Duck brand tape duct. Duck tape will usually last 2 years before it falls off, duct tape will last the life of the duct undisturbed, and Pookie will outlast the duct.

might be better to go with pipe? not sure how many degrees the insulated piping can handle being plastic on the inside and right next to flame box and whatnot

No, you don't. You degas it in a vacuum chamber, and then you MIGHT put it under pressure to cure if that doesn't produce satisfactory results.

Just putting it under pressure isn't going to help the bubble problem. It'll just make the bubbles smaller.

What does he do for a living? If he's pragmatic he'd appreciate tools for problems he may face on a day-to-day basis. You didn't provide any information and only showed pics of a couple of stupid gimmicks.

That looks like a BMW e46 radio. There is a kit/mod to move the AC down to occupy the gap below. I think it is called the AC Climate control relocation kit (supplied by BMW)

If the rotary controls are/were also a simply removable electronic panel (?) maybe possible. If the rotaries are controlling vents manually on stalks or some shit, I really, really would not be in any hurry to be fucking around trying to relocate these, personally. Not that the /diy/ electronic AC control relocation looked much fun either..
