Also what is even the point of Eviscerators if power mauls are cheaper. With how wound and save work they do not do much better than the humbler maul to justify the price.

Last time on /tg/ a bunch of anons rolled up an ork klan. We now continue the process of refining them as a concept.

A group of orks who like accuracy in shooting and looting tau weapons. Also hunting nids. They're Lead by Blu Toof, an orkish kaptin who travels in a looted Tau Cruiser called 'Da Choppa.' They're associated with a rogue trader named Frederick Froogalos and do work across their currently unnamed segmentum.
They've looted a lot of Tau Gear and have it spread across the boys. They have a disproportionately high number of hovering and flying vehicles thanks to the tau tech and a lot of cyborks and chromeboyz.
They're mortal enemies of the Chimera legion ( https://1d4chan.org/wiki/Chimera_Legion ) and friends to all orks. (after dey krump 'em and show 'em how to be proppa marksmen.)
Their snipers are called long arms (statted as flash gitz) and usually use Tau railguns.
They have a legendary kommando named Magrumm Blakkrokka who leads their kommandoz.
A sniper named Koonan Karlayl who leads the Long Armz.
A painboy mekboy combo named Dokta Krush. He likes to make chrome boys and cyborks.
A deranged tau earth caste named A'loh'ha who works slavishly in return for various priviliges. Extremely violent. Good at making maddened prototypes but bad at real maintenance.
Magos Wret: an enslaved magos sold to blue tooth by an uncaring master. Leads a minor resistance against the orks of Da Choppa by leaving behind a trail of shoddy but acceptable repairs.
Also Da Choppa is a tau vessel with a rokk welded to it and has a genestealer infestation. The orks think of them as pets.

Song of Swords is a a tabletop RPG centered around realistic medieval fightan' with a ludicrous variety of weapons and fighting styles, centered around a dice pool system. It's currently in beta, and can be used for both fantasy and historical games. The Kickstarter was nearly 300% funded, and we're on the fast track to kicking ass baby.
Call of the Void: Ballad of the Laser Whales is a pulpy sci-fi tabletop RPG about fighting space-nazis and hunting giant whales with harpoons made out of the moon. Its combat system is more modern, based in the early 20th century, but can probably handle combat up to the present day.

I have a noble request. My group is going to play a fantasy campaign in Fate Core and the generous GM has allowed my character to have ARMS-inspired spring-weapons. Come on, anon, it's in the front of every roleplaying book ever. Fun before rules. As long as it doesn't make me uncomfortable, or the other players, no reason to keep it from happening.
Race as class. Deviating from the elven standard is like the other guy deviating from being a fighter. My players understand this and hardly ever ask this sort of a thing.

It's only a one-page system but I'm not sure how to practically use the rules.

Issue 2: I don't how the rolls work, if I have 4 on Scrolls and roll a 3, how happens to the monster?

If your Scrolls is 4 and you roll a 3, you have one 'Succeed'. Writer should have used 'Success'. This probably wasn't proofread.
Anyway, the 3 means you succeed, but not perfectly. You incur a cost or some sort of minor negative consequence.

The system is a bit sparse on rules, even for a one-pager. I would say that classes and styles could both contribute to you being an expert. So if you're a thief doing thiefy shit, you get to roll an extra die.
With swords, you're trying to roll the target number or above. With scrolls, you're trying to roll the target number or below. So having a 2 is great for swords rolls (2 or over), but shitty for scrolls rolls (2 or under).
As far as combat goes, it really doesn't specify what "success" means, and I guess that would be up to the GM. You might just need to succeed once to kill a piddly monster like a goblin, but you might need a half-dozen cumulative successes to kill something badass like a giant. (So it's like each success takes off a hit point, and a goblin has 1 hit point, while a giant might have 6.)
