The answer is yes.
Competitive environments vary: some can be degenerate, while others are welcoming and decent.
Starting at the tabletop, the game is only as complicated as you allow it to be based on your collection.
Yes depending on how you start.
If you start off in an old format you'll need a small investment of a few thousand (legacy) or a few ten thousand (vintage) and even then you won't have fun.
Starting in draft/sealed and playing casual games to learn the mechanics is much more effective than jumping in deep.
EDH is great for timmy newbies and standard is often a decent starting block for people looking to play the game "properly".

Generally within each planet of the Imperium of Man there is a world of different factions. I think they should form their own tabletop playable army to be a more expendable force compared to the Imperial Guard. Since whenever a force invades a planet in the Imperium they will have to deal with these immediate threats which may work together when these xenos or chaotic forces arise.
These forces include:
1. Adeptus Administratum (Mostly for one HQ Unit)
2. Adeptus Arbites
3. Planetary Defense Force
4. Imperial Sects
5. Hive Gangs
Imagine HQs can be everything from:
1. Administratum Adepts
2. Arbite Judges
3. Planetary Governor
4. Highborn
5. Sect Confessors
6. Gang Leaders
These faction is the Imperium version of the Renegades and Heretics but even more expendable.
Troops range from Arbites as the best and Hive Gangs and local Sects as the tar pits. There also exist primitive but rabid melee forces from savage worlds. Then of course we have the Planetary defense force soldiers. Vehicles include civilian vehicles and whatever a PDF/Arbites has for vehicles.

He is a Wiseman, a shaman, educated in the civilized ways but steeped in the traditions if our people.

I thought it would be interesting to create a magic system where higher levels mean access to more complex effects, rather than more powerful ones. So where Tier1 is straightforward and something that a human can do with small effort, Tier6 is pretty much impossible to achieve without magic.

Wizards live alone and rarely see each other at all, rarer still organize anything bigger or more lasting than a birthday party. They're far too rare and jealous of their power to form any kind of big guilds or governments or shit like that.

Dwarf Fortress World isn't really anything special except that it very specific rules about where monsters are found. If you want to run a game using those monsters, you could do it anywhere.
Do you mean run a fortress management game? Where the players aren't adventurers but do something else? Several games of the /OSR vein already do that sort of thing once you reach a certain level, adventurers are supposed to settle down and build a fort/tower/temple/thievesguild etc.
Usually the rules aren't terribly fleshed out, so you'd have to do some work on it yourself. The real question is are your players really into 'npc management', 'resource management', 'defense management' and effectively sitting around in one place? It would take a lot more bookkeeping sessions that most game groups are used to and be overall a lot more reactive/passive in nature.

So far, the only "That Guy" situation I've had to deal with in my current group was when one of the players tried to argue with me because she didn't think wormholes were hard sci-fi. Otherwise, she's be a good player.

I dm a game of it. Pretty good, with some pants on head retarded rules at times. I ignore a couple mostly the skill increasing system. I replaced it with an arbitrary xp system. The box set is a must to play. It comes with the best custom dice and player sheets!
Pretentious bullshit system with rules that are nothing unique but have unique names so as to make them sound special. Setting is basically Redwall with more edge so manchildren can pretend their shitty mouse world is a setting for adults. The dev is also a huge faggot twat, which I wouldn't mention except that it's relevant to why the system sucks.
