So long story short, I have a player who is playing a literal demigod in a futuristic cyberpunk w/supers campaign.
What challenges can I give him? What obstacles can I have him deal with? What are some good plot hooks, enemies, or struggles for a demigod?

Character details follow:
He was a powerful First Circle warlock back when he was still human, in another universe. He accidentally blew up/rewrote/imploded that universe upon failing a spell to win a particularly grievous planet-wide war (this actually happened in a prior campaign run years ago).
After that he was thrown into the cosmos, and was saved from an eternity of madness and nothingness by a "true" god, who took him under his wing as one of only four orphans remaining from that universe.
In any case, once he achieved it his godhood didn't last long. He blew it on self-interested nonsense, and more-or-less partied away his mote of power; this left the "true" gods with the choice of whether to keep paying off his divine debt for him, or exile him.
They exiled him, bound him to mortal form, and chucked him into this fledgeling universe.
He still has terrifying magical power, and though he is mortal he still has some of his divine essence remaining. He has powerful telekinesis, he can absorb energy (radiation, electricity, fire etc.), he can transform into any creature given the time and willpower.
He also has an alternate form, that of a massive oriental-style gold dragon; it's basically the last vestige of his godly mantle, and when he "powers up" he literally burns off the power of creation from himself, wreaking unintentional havoc on the environment around him (he can only maintain this for a few minutes).
Cultists find out about him, worship him, do everything wrong. Maybe they are aliens so he can't communicate with them so good.
So using the standard attributes of STR, DEX, CON, WIS, INT, CHA, how would you stat each of these silhouettes using either:
1) 22 point buy for regular PCs
2) standard PC stat arrays
3) as NPCs

OK, let me let you in on a huge secret here.
The point of leveling up in a good game shouldn't be purely about making your character more and more powerful. The main point of levelling up is to introduce more and more options for the characters to use, with enough space in between them that players have time to learn the uses of each one and spend some time with it before moving on to the next one. This will, by default, make them more powerful, but that's not really the POINT so much as a natural consequence.

Best way to represent 3D movement in a table top? The subject is a space naval wargame.
A: Telescoping bases, each tick of height would count as moving 1", largely because each click would move it up/down 1". I love the visual concept of working on a 20x20" grid with bases that can click up 20 inches; it'd look very impressive. Weighted or even magnetic bases could be used to counter the precarious nature of such systems, but the ships would need to remain compact and sturdy to avoid bits shattering should one topple.
B: A clicker-base, like hero-clicks, which has a simple 1-20 counter on it, and turning it counts as 1" of movement. 0 visual splendor, but practical and safer for the models.

Players now have a Lich to hunt. Turned out better than my original plan for the campaign, so I scrapped that and the rest of the campaign turned into tracking him down, figuring out his plan, and putting together the pieces to stop him.
