For my campaign I plan on using a species of ocean-based humanoids as villains and later allies for the players against a greater threat.
I want to describe them as humanoid with reptilian and fish qualities. According to their origin myth they descended from water dragons.
So pictures of humanoids with features of both would be very much appreciated. But you can post any fish or reptile people you have,

Multiple GMs across many campaigns, making characters' investments in knowledge abilities basically meaningless. Why do they do this? Are they afraid their third rate plots might get blown apart by a knowledgeable character?

Actually, yes. It's a very obvious sign of a mid-level GM trying to become a high-tier GM, understanding the necessity of dripfeeding setting information but totally botching the execution and ending up deathly afraid of giving away anything at all for fear of 'Ruining the pacing'.

I'd suggest just working with them and making some suggestions that your character might be able to extrapolate or compare to something else in the setting which is a little bit similar.

There are already magna melta flyers and tanks. A titan sized melta would probably just be a Shadowsword turret swap.

Baneblade variants that have a fixed titan weapon as a main gun tend to use the Warhound versions. Shadowsword's Volcano cannon is notably weaker than the one on the Reaver. If i wanted to make a melta superheavy, i would probably use the Reaver's Melta profile with shorter range and blast radius. 64" range and 7' blast look about right.

First, some backstory.
I have been in a gaming group for years. We were all friends that decided to take up tabletop gaming. Every year, we alternate the ForeverDM.
Recently, the DM bought Skyrim Remastered, his first Bethesda RPG. Like many people, he became completely convinced the Elder Scrolls is the best fantasy setting and set about making a homwbrew system for us to use.
It was fairly decent, with a magic system similar to that of the game but still connected to classic caster systems. However, there was one rule that the DM would come to regret. >ALL LORE IS CANON. Because TES is the best setting, all the lore must be good
Even though our DM had only played the new Skyrim and read the basic jists of the other main games, he insisted it would work out because he could look things up as we went along.

So on a scale of 1 to 10, how stupid would it be to run the Fallout setting except with some individuals being able to warp reality analogous to spells by absorbing copious amounts of radiation and all the damages that entails?

I mean Magic/Psionics are canon in Fallout.

Iirc in Fallout 1/2 there is someone who can mind control animals and clairvoyance.
Fallout 3 has the black book/Dunwich building thing.
Fallout 4 has Mama Murphy and the crazy cult and their magic sacrifice knife.

So non flashy magic like unnatural persuasion skills or rituals to curse people could fit the setting but lobbing fireballs or flying not so much.

I want to get my friends interested in a Legend of the Wulin game, but they know absolutely nothing about this genre. What's a good INTRODUCTORY book (talking novels not rulebooks) to suggest to them to get them hooked on the beautiful world of flying wizards with swords and shit?

Bumping with a story.

>Once upon a time there was an American named Mr. Bay, who was obsessed with eastern Asian culture. He had spent two years in college studying Chinese and even took a semester abroad to tour around the various Buddhist monasteries and Shaolin temples of China. When he came back, he felt so enlightened by his experience, that he decided to incorporate many Chinese customs into his life. Mr. Bay grew out his hair and styled it like the gentlemen of the Tang Dynasty, he drank tea every morning and every evening. He learned to cook using bitter roots and dandelion leaves. He even devoted his life to the teaching of Lao Zi and decide to be trained in the secret art of Kung Fu.

>There was a dojo nearby to where he lived in the city, so he brought a gift for his soon to be master, as appropriate per tradition and went to ask for a master. It was a beautiful porcelain teapot he obtained during his travels, and had once belonged to a traveling poet who loved his tea as much as he loved his swordplay - a fitting gift for a Kung Fu master. He waited a whole day before the dojo's thick, oaken gates opened to let him in, Mr. Bay inquired about a Kung Fu Master, but the dojo, as it turned out, only accepted students of Chinese descent, so he was swiftly rejected and sent home.

A week later, he fashioned another gift for his soon to be master - a gold bound scroll he had won in an auction, worth thirty thousand yuan, and said to contain the original manuscript of a decree written by a WuLin master of the Ming Dynasty - a fitting gift for display at an authentic dojo. In my current campaign, I am playing a separatist cleric of Nethys. I am in the process of hiring a literal boatload of halfling slaves that my party rescued to build my super secret headquarters for a cult I plan on starting in the near future.

Since the symbol of Nethys is a black-and-white mask, my cult and doctrine follow the aspect of being two-faced and deceitful. In order to appease the god, we will steal and trick people out of their valuable magical items and hoard them in an Indiana Jones-type warehouse vault underneath my HQ.

The cult of man is the belief all Gods arenordinary men with extraordinary power, and that they must be replaced. It is led by a man who killed the Goddess of Love and took her power. They hate idol worship and want to attribute their deeds to the whole of mankind, so they wear masks to remove their identity from what they do. They join jn the middle of the night and being no lights, navigating the darkness with their eyes closed. They donate blood for it to be refined into one of several things: "Dreg water," a pitch black oil that flares the emotions of those nearbor in contact with, "Blood metal," a very scarce material made from the minerals in human blood and make the holdernof these materials more passionate, and "Numbmind," a gas which clouds your senses in order to sustain damage and go against fear. Cults are led primarily to recruit, perform good godless acts, and disestablish the church and its good deeds. They are to be killed on sight.

So i need help making a usable cursed mask for a low level thief.

I like to create artifacts personally for each of my players and i decided to make this one cursed but make it easy to steal in comparison.

Like i said, low level thief so not very good and not many tools to get the job done, HOWEVER they do have one artifact already kinda, their diety has promised them if they manage to steal her cloak then they can keep it, and the cloak turns the user invisible completely.

so the only thing the mask can't do is turn them invisible.

tl;dr Cursed mask that a thief would wear despite the consequences.

Allows them to see through walls for one hour after putting it on. Can't be removed until it's been worn for one full day.

Let's them "see" the fastest path out of wherever they are. It's not always the safest however

Disguises them to one person as whoever they desire. Disguises them as a monster to everyone else

Speaks for them with incredible wit and charisma, yet visually they will be horrifying. Can switch these (beautiful yet offensive whenever they speak)

Add time constraints, it latches on for x hours/a day, so that they have to deal with the negative consequences

Does your settting have minor gods that are more prone to direct intervention, but also less likely to be powerful enough to do something? Maybe a minor deity that's only worshipped by a single tribe or village?
