Bards cover musicians, Dancers are a class in lots of games, but what about ink/paint artists? How can you make one of those into a character class? How can you make their skills work against monsters?
I'd go with an illusionist spellcaster of some sort, painting so well that their work can be mistaken for reality, or even gains its own measure of existence for a short time.

Maybe this but mix it with alchemist in that you need paint, lots of it. The same way alchemists need ingredients for spells, a painter needs to gather up and use paint for everything they do.
Maybe go the 4e route and have their brush be an implement for casting their spells.

New stuff! We have a system for hero to hero combat. Combat is best of rounds, using D20's. Depending on the amount of power you have determines your rank, PL 1-9 being the lowest and 90-100 the highest. Additional dice are gained depending on your rank.

What are your opinions on PCs always dealing lethal damage to enemies?
Should they instead act to always deal nonlethal damage against enemies instead and try to secure them for interrogation and imprisonment?

Ultimately, it's probably the result of bad Dming. I've long since lost track of how many games I've had where every single monster, hostile NPC, or just enemy group attacks all PCs on sight, never retreats, never surrenders, tries to kill the PCs for very vaguely defined reasons, and will pursue until cornered, in every single fight.
If you make all fights to the death against mindless mooks with 0 characterization, don't be surprised when your 'good' players just opt to slaughter them all without pause. If you want them to not always kill, you should build a world in which that makes sense.
So I would like to run a D&D campaign with some time travel themes, namely travelling back and forth between two points in time roughly twenty years. My biggest problem is that I am not sure how much tech and society should progress between those two points. I have a few smaller problems too such as weather the characters should age normally (think LoZ OoT) or how to discourage abuse of the time travel mechanic.

You may have some trouble with that.
I actually just ran a campaign with time travel in it. The tl;dr of it is:
>Big bad is after the secret to immortality
>Finds an ancient artifact that uses souls as power to turn back time
>Our friendly neighbourhood murderhobos proceed to fuck up everything and get captured by the big bad
>They break out of their cell and, since everything's all fucked up and half the world is dead, decide to use the artifact for themselves
>It works and I send them back to the start of the campaign where they proceed to 'metagame' everything and solve problems before they happen, prepare for every encounter with ready-made items and gear, etc
Of course I couldn't just let them end it like this so I added a twist where the big bad also got sent back with them, and since they meddled with the world's affairs so much he realised what happened and made sure not to make any big differences, and set up a trap for them at the end. Instead of killing them all, he made them watch as he activated the artifact and sent himself back in time, thus achieving his goal and unlocking immortality. The end.
It was actually really fun and I want to do it again but I've a feeling it'd get old fast. Plus I'm all out of ideas.
