I recall Daggerfall having a book on obscure plants and their cultural significance/alchemical use, a few guide books, and we can infer that plants harvested in diffent regions, even if they are apparently the same, can have their properties altered by climate based on things like Trauma Root having radically diffrent properties on Vvardenfell than Solsthime.
Aside from that, there's a few things in Nirnroot specifically and a theory on it's sudden abundance which names the ashfall from Red Mountain as a key component in the once hyper-rare plant becoming common.

Even though its only achieved by no one having any degree of personal ambition or (arguably) free will, the Fae Realm. Its based on Plato's Republic, except with a fantasy turn to it (cause you know; elves and gnomes and fae).
The Men of Gold are the Fae, who act as the philosopher kings of the Fae Realm (hence the name). They are very long lived and use scrying magic to see potential futures and guide the realm accordingly.
The Men of Silver are represented by the Elves, who serve as the soldiers of the Fae; though they are strong, tall, and fast they have almost no mental flexibility. All their tactics and training were initially put in place by the Fae; while they can improve them on their own, they only do so when specifically instructed by the Fae. Even then, they simply experiment around and present their findings to their lord and wait to be told what to change.
The Men of Iron are represented by the Gnomes, who serve as the workers and (for the more intelligent ones) craftsmen. They were made small and weak to be physically dependent on the Elves, who are mentally dependent on the Fae. Gnome craftsmanship is largely intuitive; they are simply provided the capability by their masters.
Its a utpoia in the sense that they're all content with their lives and don't really care one way or the other. That is to say, before they got their asses kicked by the not!Romans and forced out of not!Persia; there's been some questioning by the lower orders since then and I'm not sure whether to have the system collapse as impossible to continue or turn into the USSR as the Fae attempt to keep it in control.

LT3e, p. 41-42: Use Armory to craft weapons, two rolls for blades (forge then quench&temper), one for all other weapons and missiles. If the armorer works without an assistant and proper forge, -2 to skill. +2 to skill for two 15+ assistants and specialized tools. Making a weapon from a blank saves time, but costs $5/lb. of weapon. Making your own makes it $1/lb. Using Metallurgy allows you to purchase better quality metal, MoS is a bonus to the Armory roll.
Cheap weapons get +10 to the roll, Good are unpenalized, Fine is -10, Very Fine is -20. Taking extra time and haste penalties apply. A normal failure by 1-3 produces a weapon one step less than the quality you set out to make, Cheap weapons are made useless. A failure by 4+ always produces a useless weapon. Blades use the worse of both rolls for blade quality.
It takes 8 hours for a knife or sword, 4 hours for other weapons. Hilting a knife or sword requires an additional 6 hours, or 12 without supplies. Hafting takes one hour for Reach 1, two for longer weapons. Roll Armory for either, with a failure producing an awkward but usable grip (no penalties?) and critical failure means the weapon breaks when used in combat.
This can then be modified for field conditions, advanced equipment, or artistic design. In addition, if drawn wire of suitable gauge is at hand, the time required to make chain is reduced 50%. No skill roll is required; all armor is considered to be of Good quality.
