It wouldn't have been, because terrorism in its modern incarnation, of attempting to pressure a government into some sort of concessions by applying sporadic violence to civilian population groups in the hope that said groups will put pressure non their government to give you what you want that you can't achieve by direct confrontation.
Governments that are largely insulated by popular will, because they only draw support from relatively small segments of the population instead of the totality of it like modern states do, would largely ignore such things.

Why not just let the South secede? On the one hand, if their economy collapsed, they would come crawling back to the Union without bloodshed. On the other, if they prospered, the Union would have a trading partner they were no longer socially or economically responsible for. I know it would set the precedent that a state could leave the Union whenever it wanted to, but I think that wouldn't be likely. The South and North were so radically different at the time and the South was a collection of States, not just one.
Because it would've provided legal basis on which all other states could secede.

When they must have known that there was a Zionist movement in Britain, which had many powerful supporters within the aristocratic class and the British government and it was a foregone conclusion that Britain would give parts of what is now Israel to the Jewish people once they gained control the region? Not to mention Britain had an interest in controlling the Arab gulf and its oil reserves. Britain would have never respected Arab sovereignty. And why would hardline Salafists Arabs side with a Christian colonial power and betray the Muslim Ottoman Turks?
