not really, plenty of cities have surrendered in modern war, most notable that comes to mind is the Warsaw Uprising, and other major cities Germany captured in battle such as Kiev and Sevastopol.
modern cities are still weak to the same effects as cities all through history, and that's the flow of supplies, in that a city cannot sustain itself when cut off from the outside world and the people face starvation from it. But if supplies and manpower are still able to flow into it such as Leningrad and Aleppo, then the fight goes on, and the rebel force in Aleppo surrendered because they were completely cut off by a siege where they ran out of both food and ammunition.
