Not really, different brands use different coolers and make use a PCB with more or less VRMs and such, but the pascal series already runs cool and power delivery has been more than adequate for all the major 1070s
I got a $380 Gigabyte 1070 card and it overclocked to 2.1GHz, stays below 75° during benchmarks
