I'm in Canada. I don't know if it's allowed to do what I do in other countries. I do it because I have servers and my friends too. Since we split, it's less than 50$ per person. We've setup a LAN between our apartments and it's not a huge trouble. The bandwidth is rarely maxed out since everyone doesn't upload huge files at the same time.
