That being said, just lift, focus mostly on legs and abs but don't absolutely neglect upper body, and have a ~20-25% bodyfat. The rest is up to genetics. Don't expect to look exactly like that, but you can expect to look the best you can with your proportions.

My current body looks like the one on the left, how can I make myself look like the one in the right?

I have very skinny arms, but have very bulky fat lets which is 6 times larger than my arms. I also have a fat beer belly(I don't even drink beer now) despite having very skinny arms

My main issue is that in the first photo he was obviously on a bulk and has a lot of muscle mass under that fat that he spent ages training for. Now he flips that and talks as if he was obese in the first photo and a nutrition plan gave him that body. The average overweight person will still need to put on a shit load of muscle mass before they will look anything like that.
