No. The current system is fine. KSes should be for something special, like a new line or a major release.
How do you make elite enemies that give the players a serious challenge but are not at the level of bosses or mini-bosses? The kind of enemy that can be found regularly and has to be respected as a dangerous opponent, but has no individual personality. Do you deploy groups of them? Or do you put one or two in with the normal fodder?
Add them into normal fodder make the party have to prioritize them wile dealing with the weaker mooks. A good idea would be to give them a lightly larger rank like a sergeant in a platoon, so that they look different and justifiably would be more experienced.

I have a group of players who like attacking the head honcho of any group, so here's what I did:
Shield Mook: They've got 2 health pools, one for them and one for their shield. It can handle Striker type enemies well, but it'll bend the knee if they use any kind of stunning ability. If they don't play smart, it's entirely possible for this guy to take all their damage and keep standing. Usually one or two per group.
LMG Dude: This dude takes a turn to set up, but he can spray damage to EVERYONE if they ignore him. Any attack resets him, but it's a good way to deal with parties who have single enemy combos and keep them guessing.
Snipers: This is more of a cheat on the GM side. I had an enemy that was simply out of reach constantly taking shots at them. It was randomly rolled who he would attack, but it kept the action moving.

When I play the elite mooks don't have some sort of stat boost or anything, they're just coordinated. A group of 5 enemies who all focus ONE player unless someone is flanking them, plus a 3man team of range/buff characters who keep them in good shape.
I should point out the campaign I'm playing in has 6 people, and the GM used them to remind us that there are cover mechanics we should be using.

The entire Steel Confessors chapter versus the Tyranid hive fleet that destroyed their homeworld/the defence of their homeworld which, while they failed to defend their homeworld, they managed to defeat the Tyranids and were suspiciously granted the Forge World Kalevala by the Adeptus Mechanicus as a homeworld.
Keep in mind that the Steel Confessors are the only chapter who worship both the Emperor and the Omnissiah, and were founded by the AdMech. The High Lords and Inquisition found out and banned them from doing it again, and forced them to swear an oath of loyalty to the Imperium.
