If by decent you mean writing simple programs that will probably not crash then you just have to read any random "C++ For Dummies" book and you should be fine. C++ is not Java or C# but with the STL you can almost pretend that it is.
If you actually want to write something that is professional quality and not an eyesore you need to understand concepts such as stack vs heap, virtual memory, addresses, memory-layout/padding/whatnot, caching and friends which will take plenty of time (years).
