Depends on what happens with javascript and Rails, but with the way things are going, it's probably going to see a lot less usage. Rails' asset pipeline and the whole way Rails handles javascript is out of date and a huge hindrance to javascript and frontend developers. Unless DHH gets his head out of his ass and submits to his javascript betters, Rails will become a worthless framework, except to people who are already using it. If it gets bad enough, even those people will move away from Rails.
Rails suffering makes ruby suffer because it won't have a unified, popular web framework any more.

I honestly enjoy collecting vintage audio stuff, but most of it is expensive and I don't have the room for it. I also have a small collection of old computers, but that has the same problem.

They're going to find some way to monetize, and most people aren't going to pay money for a web browser/most basic programs. So the only alternatives are to either stuff free versions with advertisements (which gives users something visible to hate) or collect/sell your user data (which most people don't notice until someone posts something on Slashdot). So unless you want to return to the era of every piece of software costing money, telemetry/data farming will continue to be the norm.

It depends on your needs. Top of the line? Possibly. Midrange and low budget? Not likely. There is a very wide price gap between the 1060 and the 1070, which could be filled by a future card(1060Ti?) but more likely that gap will be narrowed by price drops of the 1070 and 1080 (either due to AMD announcing high end cards or because of the inevitable 1080 Ti).

The 1060 is a very good card for 1080p gaming and there should be no bottleneck issues. It will be a massive upgrade over your 6570.
