1. When is the best time to upgrade? Are there any new models scoming up that will make last years units cheaper?
2. THIS FUCKING THING. I bought this in 2011 and it was budget even then. I spent most of today trying to tweak FO4 low enough to be playable but it didn't work.
What should I upgrade to? LogicalIncrements suggests the GTX1060 6gb in my upper budget range--any bottleneck issues?

It depends on your needs. Top of the line? Possibly. Midrange and low budget? Not likely. There is a very wide price gap between the 1060 and the 1070, which could be filled by a future card(1060Ti?) but more likely that gap will be narrowed by price drops of the 1070 and 1080 (either due to AMD announcing high end cards or because of the inevitable 1080 Ti).

The 1060 is a very good card for 1080p gaming and there should be no bottleneck issues. It will be a massive upgrade over your 6570.

I've got damn near the exact same setup with a gtx 1060. If you're doing 1080p60 like I am and don't plan on updating your monitor in the next year then it's perfect.
