I'm looking to pick a replacement for a shot out Gen-2 Glock i got as a gift, my absolute limit is $700, but I'd rather spend around $500 if possible. Should i just get another glock or something else?

They are pretty awesome guns, I got to shoot one recently and was impressed with the trigger. The biggest detractors will cry about the origin of the firearm but I'm not a politician so it doesn't matter to me. Go try one and make up your own mind.

What causes a failure to bring a slide back to forward position with round NOT hung up on the barrel entrance. stops like 2-3mm before being set to fire. a light tap on the back of the slide pushes it forward for the most part.

Sounds like your recoil spring is worn out or maybe the rails that the slide is mounted on are dirty and gunked up or need to be polished. What gun? Remove the slide and see if the rails are dirty and order a new spring.
